What changes for each party in the transport chain, and how DeCA Portal handles it.
If, as the consignor, you are responsible for the transport, you have to issue the control document. That has not changed. What is new is that you must make it available to the inspecting authority through a QR code or a link. If you cannot, the corresponding fines can be imposed on you.
DeCA Portal gives you three ways to do it: upload the PDF your system already produces, enter the data straight into the portal, or send the DeCA to the driver so they can fill in what only they know. The result is always a PDF with a QR code and an address of its own.
As soon as you have assigned it to a driver, they can access it online and offline. Documents can be assigned to registered drivers who have consented to exchanging data digitally with you.

As a transport company, you have to make sure your driver has the digital control document. If your customers use DeCA Portal, ask them to register your drivers so they can receive the digital document.
If you are the one issuing the document, register as a company and invite your drivers to take part in the digital data exchange. You can then upload your own PDF, fill the DeCA in at the portal using your master data for vehicles and trailers, or let the driver complete it from their phone.
The driver receives a link to the document, which includes a QR code, and can show it to the inspecting authority at a check. Scanning the code gives the authority direct access to the document.

As a driver, you are required to be able to hand the control document to the inspecting authority in digital form. DeCA Portal lets companies invite you by SMS or email; you then choose whether to receive the documents by SMS, WhatsApp or email.
As soon as you accept the invitation, you receive the PDF of the control document with its QR code directly on your phone. If the company asks you to, you can also fill in from your browser what only you know, such as the trailer number plate. At a check you only have to show the QR code.
There is no app to install. The document is available even without an internet connection.
Drivers do not sign up on their own: their company invites them.
